In this context, it's pulling an eastbound mixed-cargo freight train into the Enola Yards.

Shown here is Pennsylvania Railroad engine #6825, an M-1 (4-8-2) "Mountain" built by the Baldwin Locomotive Works during September of 1926 and retired in June of 1959 after 33 years of faithful service. Ii this context, it's about to pass through the Duncannon Passenger Station with a manifest freight bound for Altoona and points West. A small portion of the eastward-flowing Susquehanna River is visible at the far left, while a hawk surveys the scene at the upper right. ("Stoneborobranch"; #17 of 56)

In this context, they've been placed in temporary storage pending a recall to active duty.
